He wanted Korra to be safe.

That’s why he gave her his scarf.

I don’t think she took it from him, because she’s brash, but she’s not rude about it when she knows better. And I think she knew better.

And so he gave it to her.

I ship Bolin/Korra, but even I can appreciate this.
